Registered civil engineer in Florida and Georgia with 35+ years in soils analysis, stormwater design, flood studies, and civil works.

Carmen Bourgeois Greene, P.E. has practiced civil engineering for over 35 years, focusing on civil and environmental engineering. She has extensive experience in soils analysis, stormwater design and modeling, flood studies, water and wastewater design, road design and construction, onsite treatment and disposal systems, and other civil and environmental engineering projects.

Carmen Greene is a registered civil engineer in Florida and Georgia. She is a previous president of the Big Bend Chapter of the Florida Engineering Society and has received two awards from the society, including Young Engineer of the Year and Outstanding Technical Achievement. Her community service activities include the Leon County Permit Process Improvement Group, Septic Tank Advisory Committee, MBE/WBE Citizens Committee, and Leon County Code Enforcement Board.

Charles Gaynor has over fifteen years of experience in soils testing and investigation, laboratory testing for residential and commercial construction, and concrete testing. He has focused on providing exceptional and professional customer service to all clientele, ensuring accuracy and proficiency in geological, geotechnical, and environmental services.

Possessing extensive experience regarding ASTM standards, ACI standards, project management, field supervision, soil borings, soil compaction testing, Phase I environmental assessments, soil laboratory testing, concrete testing, and soil load-bearing determination, Mr. Gaynor has worked as project manager and supervisor on myriad engineering and construction projects, ranging from small residential to large-scale commercial.
